<p>Requires bachelor’s degree in a relevant field (MBA/MPA preferred) and a minimum of three years related experience equal in scope to requirements and duties of the position.  Key requirements include: administration of all functions, policies, programs and services of the campus parking and transportation program; ability to utilize professional recognized financial practices and strategies; experience in working with an ERP system for parking such as T2 Systems PowerPark, Cardinal Tracking or other; background in grant writing; demonstrated analytical, problem identification and resolution skills.  Final candidates must be able to pass a comprehensive background investigation.</p>

This individual will be responsible for various functions of the Dispatch/Records unit which is a 24 hours, 7 days per week operation. The Manager plans and organizes the operations of the Police Dispatch Unit and Records Section.</p>
<h4>Responsibilities:</h4>
<p>Supervises the work of 5 full time dispatchers who take calls for law enforcement services, fire, medical, emergency maintenance assistance and customer service; Operation of Law Enforcement Computer Aided Dispatch computer systems and other technology and computer databases utilized by the department; Develops policies and procedures to ensure compliance with University, local, state and federal laws related to police records; Manages and coordinates activities of dispatchers across all shifts; Works with other criminal justice agencies to coordinate regional data sharing; Acts as Police Department Custodian of Records; Interprets public records law and determines disclosure and non-disclosure of highly sensitive documents; Directs, plans and monitors records collection, storage, preservation, retention, retrieval and management for the department ensuring that University, City, State and Federal requirements are met; Manages the retention schedule for case files and related documents; Oversees the Records Management System; Researches and evaluates new technology for implementation is dispatch and records; Ensures proper utilization and access of multiple law enforcement information systems including Portland Police Data System (PPDS), Law Enforcement Data System (LEDS), National Crime Information Bureau (NCIB), Computer Aided Dispatch, and other operations systems used by dispatch. Incumbents play a key role in the effective management of emergency situations, either directly or indirectly, and must be able to think critically and respond quickly and appropriately under stressful conditions.<br />
Manages day to day operations, promoting a cohesive and fully functioning, positive work environment, managing incoming call volume and coordinating service dispatch activities, and play a pivotal role in the outcome of complex and large scale incidents; Monitors unit performance and for process improvement; preparing reports and other written materials concerning individual and group performance; ensuring conformance with department standard operating procedures, labor contracts and user agency agreements; interpreting federal, state and local laws applicable to areas of responsibility; May also receive and process calls from complainants and take action to correct equipment malfunctions; Ensures quality, officer safety and customer service standards are met by reviewing audio recordings of radio traffic and incoming/outgoing phone calls. This position is responsible for providing and maintaining dispatch coverage and setting dispatch hours/schedules and may serve as a dispatcher at times as necessary.</p>

<h4>Qualifications:</h4>
<p>Required: Must be able to obtain LEDS Certification within 60 days of employment and also a State of Oregon emergency telecommunicator certification within 18 months of appointment. Must be free of Criminal History with a current vehicle operations license and be able to pass a Criminal Justice background check. Must have High School Diploma or equivalent. CPR and First Aide certification required or the ability to obtain it within 90 days of hire. Minimum of 2 years experience: in Law Enforcement communications or equivalent; and in supervisory/managerial capacity. Intermediate computer skills. Ability to present information clearly, communicate and coordinate effectively, both written and orally, logically and persuasively. Ability to evaluate the need for and assess the implementation of equipment, devices, and software as technology changes. Must have sound understanding of Oregon administrative rules regarding archiving and Uniform crime reporting requirements. Must be able to exercise independent judgment and make quick sound decisions while supervising, and be able to follow and instruct staff of OHSU Administrative and Departmental Policies, Procedures and Guidelines. Must be able to recognize critical security, safety and maintenance items and have the initiative to respond to them immediately. Preferred: Associate&#8217;s degree in Records Management or related field and five years of progressively responsible records management experience, including two years in police records. Experience in an EOC (Emergency Operations Center) and with Incident Command.</p>

<p>The Deputy Director of Transportation Services serves as the department’s chief operations officer and is responsible for planning, integration, and daily operational oversight for campus parking, transit pass, active transportation, ridesharing, shuttles, and fleet rental &amp; maintenance.  The position engages in strategic, policy, and financial planning as a senior member of the Transportation Services leadership team.</p>
<p>The Deputy Director directly oversees the work of seven senior managers and has indirect oversight of over 100 total FTE and operations exceeding $35M in annual revenues.  The position is responsible for quality assurance and performance management in a complex, highly dynamic, and emotionally charged operating environment.  Operations include significant regulatory and cash handling functions.</p>
<p>The Deputy Director is consultative to the Director on issues of transportation strategy and policy and is charged with establishing and maintaining operating protocols to attain that strategy and policy.  Represents the Director’s views and provides interpretation and guidance on organization policies and priorities, playing an instrumental role in leading specified sub-units of Transportation Services.</p>

<p><strong>CHARACTERISTIC RESPONSIBILITIES AND DUTIES:</strong></p>
<p>Provides leadership, coordination and planning for field operations and maintenance, daily and contract parking, parking enforcement, alternative transportation programs, campus shuttle program, collections and adjudication, special event parking, fleet rental and fleet maintenance functions.</p>
<p>Provide leadership for sub-unit and organization activities, including financial planning, strategy development, and personnel management; conduct short and long-range planning, designing and directing necessary data gathering and analysis.</p>
<p>Oversee personnel management for assigned sub-units, including development and corrective action for management, supervisory and front-line staff in a wide variety of disciplines.  Perform human resource functions including interviewing, selection, training, performance evaluation, salary determination, promotion and corrective action.</p>
<p>Provide expertise in specified technical and planning areas representing various facets of Transportation Services programs.</p>
<p>Develop and monitor budgets for Transportation Services sub-units and engage in determining budget priorities, systems solutions and operational standards to ensure financial and operational stability and effectiveness.</p>
<p>Identify institutional policies and/or practices that affect Transportation Services activities and ensure productive resolution of problems.  Lead strategic initiatives identified by the Director or by the Department’s Balanced Scorecard Leadership Team.</p>
<p>Evaluate funding options and grant opportunities, producing proposals for alliances and/or partnerships to further the objectives of Transportation Services programs.</p>
<p>Serve as liaison between specified sub-units of Transportation Services and University entities, maximize operational effectiveness and ensure compliance with applicable regulations. Prepare reports and official documents in support of Transportation Services objectives and priorities, ensuring inclusion of perspectives of internal and external constituencies and other affected parties.</p>
<p>Represent the Director as needed with internal and external constituencies. Participate in University Committees and Facilities Services initiatives and activities.</p>

<p>Eight years increasingly responsible experience in services delivery operations and management including direct supervision of multiple direct reports.  Experience in systems development, data analysis, customer service program development and management, and fiscal planning.  Must have excellent oral and written communication skills.  Proven leadership and interpersonal skills.</p>
<p>Proven human resources management skills, including a history of success with managing in a unionized environment, coaching and mentoring, team building, leading conflict resolution, initiating and monitoring corrective action / progressive discipline.</p>

The 2008 Conference was a great success and the Board wants to thank everyone who attended, exhibited and was a sponsor at the conference. It would not have been successful without you. We can’t wait to see everyone at the annual conference in Tacoma in 2009!</p>
<p>The Association has seen a lot of changes in the past year. We have seen an opportunity to increase membership from other states including Utah, Colorado and Wyoming. Organizations from these states have been participating in NWPA from the past few years and it is important to acknowledge their participation. Welcome to our new members!</p>
<p>There has also been a movement to include services outside of the traditional parking offering. This now includes transportation services.</p>
<p>With all the changes occurring, the Board thought a name change was appropriate to more accurately reflect the growth of the organization and its expanded membership.</p>
<p>The Board is pleased to announce NWPA will now be known as PIPTA &#8211; Pacific Intermountain Parking &amp; Transportation Association.</p>
<p>The Board wanted to be the first to let you know of the new name. Emails will be sent out as the new website is rolled out and association information is updated.</p>
<p>A big thank you goes to PICTOFORM for the creation of the new logo.</p>
