JOB TITLE: Deputy Director, Transportation Services
JOB CLASSIFICATION: Associate Director
POSITION FUNCTION:
The Deputy Director of Transportation Services serves as the department’s chief operations officer and is responsible for planning, integration, and daily operational oversight for campus parking, transit pass, active transportation, ridesharing, shuttles, and fleet rental & maintenance. The position engages in strategic, policy, and financial planning as a senior member of the Transportation Services leadership team.
The Deputy Director directly oversees the work of seven senior managers and has indirect oversight of over 100 total FTE and operations exceeding $35M in annual revenues. The position is responsible for quality assurance and performance management in a complex, highly dynamic, and emotionally charged operating environment. Operations include significant regulatory and cash handling functions.
The Deputy Director is consultative to the Director on issues of transportation strategy and policy and is charged with establishing and maintaining operating protocols to attain that strategy and policy. Represents the Director’s views and provides interpretation and guidance on organization policies and priorities, playing an instrumental role in leading specified sub-units of Transportation Services.

CHARACTERISTIC RESPONSIBILITIES AND DUTIES:
Provides leadership, coordination and planning for field operations and maintenance, daily and contract parking, parking enforcement, alternative transportation programs, campus shuttle program, collections and adjudication, special event parking, fleet rental and fleet maintenance functions.
Provide leadership for sub-unit and organization activities, including financial planning, strategy development, and personnel management; conduct short and long-range planning, designing and directing necessary data gathering and analysis.
Oversee personnel management for assigned sub-units, including development and corrective action for management, supervisory and front-line staff in a wide variety of disciplines. Perform human resource functions including interviewing, selection, training, performance evaluation, salary determination, promotion and corrective action.
Provide expertise in specified technical and planning areas representing various facets of Transportation Services programs.
Develop and monitor budgets for Transportation Services sub-units and engage in determining budget priorities, systems solutions and operational standards to ensure financial and operational stability and effectiveness.
Identify institutional policies and/or practices that affect Transportation Services activities and ensure productive resolution of problems. Lead strategic initiatives identified by the Director or by the Department’s Balanced Scorecard Leadership Team.
Evaluate funding options and grant opportunities, producing proposals for alliances and/or partnerships to further the objectives of Transportation Services programs.
Serve as liaison between specified sub-units of Transportation Services and University entities, maximize operational effectiveness and ensure compliance with applicable regulations. Prepare reports and official documents in support of Transportation Services objectives and priorities, ensuring inclusion of perspectives of internal and external constituencies and other affected parties.
Represent the Director as needed with internal and external constituencies. Participate in University Committees and Facilities Services initiatives and activities.

JOB SCOPE/SUPERVISION RECEIVED:
Participates as senior member of management team in Transportation Services, reporting directly to the Director. Work is performed independently in execution of identified objectives and standards.

MINIMUM QUALIFICATIONS:
A bachelor’s degree in Business Administration, Public Administration or related field.
Eight years increasingly responsible experience in services delivery operations and management including direct supervision of multiple direct reports. Experience in systems development, data analysis, customer service program development and management, and fiscal planning. Must have excellent oral and written communication skills. Proven leadership and interpersonal skills.
Proven human resources management skills, including a history of success with managing in a unionized environment, coaching and mentoring, team building, leading conflict resolution, initiating and monitoring corrective action / progressive discipline.

PREFERRED QUALIFICATIONS:
Masters of Business Administration, Public Administration or related field.
Familiarity with the Balanced Scorecard strategic planning process.
Management of large service functions and program management in an institutional environment and an urban setting. Management experience in a public sector setting.
Significant operational and leadership experience specific to the parking, transportation, and/or fleet industries.
